Submission of Tender: Tenders must be submitted in two separate sealed envelopes, Envelope 1 (Technical Proposal) and Envelope 2 (Fee Proposal), placed in a single outer package, as set out in Section 10 of the Tender Document. The outer package must be clearly marked with the tender reference, the subject of the tender and the words "Do Not Open Before the Closing Date" (but should not bear any indication which may relate the tender to the tenderer), addressed to the Administration Division and deposited by hand in the Tender Box situated at 9/F, Administration Division, St. James' Settlement, 85 Stone Nullah Lane, Wanchai, Hong Kong before 12:00 noon on the closing date of the tender as stated above.
Remarks:
  • Tenders must be deposited in the tender box as specified in this notice (“Specified Tender Box”) before the tender closing time. Tenders deposited in the Specified Tender Box after the tender closing time, or Tenders not deposited in the Specified Tender Box, will not be considered.
  • In case Tropical Cyclone Warning Signal No. 8 or above is hoisted, or Black Rainstorm Warning Signal or ‘extreme conditions’ announced by the Government is/are in force for any duration between 9:00 a.m. and 12:00 noon (Hong Kong Time) on the tender closing date, the tender closing time will be postponed to 12:00 noon (Hong Kong Time) on the first working day after the Tropical Cyclone Warning Signal No. 8 is lowered, or the Black Rainstorm Warning Signal or the ‘extreme conditions’ announced by the Government has/have ceased to be in force.
  • St. James’ Settlement does not bind itself to accept the lowest tender (or the highest score for a tender adopting a marking scheme) or any tender, and reserves the right to negotiate with any tenderer about the terms of the offer.
Tender Enquiries For any enquiries regarding the tender, please send them by email to [email protected] no later than 12:00 noon on 14 October 2026. Enquiries will be answered by email to all tenderers, by Q&A responses and/or tender addenda, before 6:00 p.m. on 16 October 2026. Any enquiry submitted after 12:00 noon on 14 October 2026 will not be entertained.
Procedures for Collection
of Tender Documents:		 Tenderers may request the Tender Document by email to [email protected], specifying the tender number. St. James' Settlement will reply with an Expression of Interest (Reply Slip), and will send the Tender Document to the contact person named on the completed Reply Slip, normally within one working day. An online tender briefing will be held on 7 October 2026 (Wednesday), from 2:00 p.m. to 3:30 p.m., conducted in Cantonese. The joining details are sent with the Tender Document, so tenderers wishing to attend should return the completed Reply Slip by 5:00 p.m. on 5 October 2026 (Monday).
